Do you think that if landlords, councils and housing associations were presented with a bill by the police for each call they have to make to deal with troublesome/noisy/anti-social tenants, they might be prepared to take steps to ensure that these people behave themselves?
I know that this might lead to nuisance or revenge calls, but who takes responsibility for such behaviour?

What exactly are the housing associations or land lords expected to do with the tenents? Take the law into their own hands ? Evict them by force without a court order ? Like it or not these people have to like some where evicting them just moves the problem on to some one else.
I know let the landolords build private prisons so they can lock up all the 'problem' tenents!

not sure the police do much at any rate, not the ones i have come across. They don't come out at the drop of a hat it you call about noisy neighbours, that is usually down to the local council, and going on ours they only operate a team to deal with noise, problems after 6pm to 2am, so what use it is if its before or after those times.
Why do people assume that it is only tenants who are trouble causers/noisy neighbours?
We rent and are very quiet and respectable people, neighbours both sides own their homes and are a nightmare with noise. In fact I was kept up last night by the sound of the neighbour on one side having very noisy sex. :(
