Early morning noise by Delivery Men

I live in Sheltered Housing situated in the High Street. At 5.30 AM each morning a Milk Delivery is made to the Shops. The Delivery man makes a lot of noise with the crates and containers. Is this allowed at 5.30 in the morning.? On buiding site no one was allowed to commence work until 7.00AM

I dont know the in's and out's of the law on this, but its always been the case that milkys deliver early morning.And its better for the high street that deliveries are made early morning to keep the busy high street clear between 9 to 5.Its a pity the people who are responsible for buiding Sheltered housing did'nt think before they build this property.I do sympathise with you but I dont think theres a lot you can do about it.Perhaps other Answerbankers can give you a better explanation.

If they delivered later and you had gone to work the milk would have gone off by the time you got home in the evening.

You can hardly compare the noise of a building site (or barking dog / burglar alarm) to the level of noise output from a milkman.  For starters the building site will be a constant, and I am pretty certain a jack-hammer and JCB make a little more noise than your milkan whistling 'is this the way to amarillo'.

Contact your local noise pollution dept at the council if you think you are really that inconvenienced.  Or you may even find this advice useful:

Our milkman delivers between 3.30 & 4.30 am!!
popsie isn't refering to one milkman - but a delivery of milk to a shop (i think?!). I used to live next to a tesco's and its those metal trollies / cages banding around makes an absilute din first thing in the morning when the deliveries come in - really annoying, but not much you can do i don't think.
Some Town and Borough Councils specify that deliveries are made before a certain time, to avoid the congestion which would result when juggernauts (I took it to be that sort of delivery, too) are delivering.  I don't think there is any answer - except double-glazing or earplugs.   That lorry probably has several calls to make early on.  The order of delivery could be changed I suppose if the Council suggested it to the shop but they would look at it that someone would have the earliest noise.
as a current hgv driver i too make early morning deliveries to supermarkets and am therefore guilty of making noise as popsie states. . However by common courtesy drivers can limit noise by not leaving cab radios on or engines ticking over or using reversing bleepers which incidentally are illegal to use at the time popsie states the deliveries take place. I would suggest getting the hauliers name and telephoning that company to ask if they could inform they,re drivers of the noise problem being caused and to try and remedy the situation  .
