Well that is the idea for the transformation of some African villages, which will cost £7,500 for each village family.
/// The British Government — desperate to find ways to spend its soaring aid budgets — is handing over £11.5 million to this vainglorious venture. ///
/// Despite the austerity weighing on British families at home, spending on foreign aid — currently £8.8 billion a year — is rising by more than one-third under the Coalition. ///

The Department for International Development estimates the £11.5 million will help up to 30,000 folk. Over the five years of the project, the money spent on those 30,000 is less than £1.50 per person per week. With regards to the £8.8 billion, this represents about 81p per week for each taxpayer in the UK.
