Breaks When Cycling

I have enjoyed cycling for many years now, but in the last 12 months I haven't done much, but recently started again. Can any fitness experts tell me: if I cycle up a big hill, is it better from an aerobic / cardiovascular point of view if I take a break to get my breath back and let my heart rate reduce, before moving on to the next big hill, or is it better to just continue without a break? I am of the opinion that if you have a rest every so often, your heart and lungs get more of short workout and so learn to 'relax' better, before you give them another work out. I saw a program recently which recommended an intense burst on a exercise bike for short period of time, x3, 3 times a week. If that's the case, wouldn't cycling up a hill then resting give you the same benefits, or should I just carry on non stop?
