Is topless sunbathing for women allowed in Egypt

Was there in May, and noticed that topless sunbathing was done mainly at the hotels, NEVER in public. Tended to be Eastern Europeans, as Brits tend to be a bit more sensitive towards local customs and morals.

Tourists are asked to respect local customs and the fact that it is a muslim country and wear appropreate clothing. This includes women not going topless and men and women being suitably dressed in restaurants and in town. Unfortunately there are a few that think that the rules don't apply to them or more likely they don't care and do what they like anyway. A women going topless is unlikely to be challenged, however she will get stared at, will offend some Egyptian people and importantly is likely to be viewed in quite a degrading manner.

yes, unlikely to improve Muslims' views of western culture. Likely to be more acceptable at big international hotels where they understand the trade-offs in accepting tourists' morals and accepting their money.
