It's a russian art miniature by Anatoly Ramorin with a scene based on the russian folktale of 'Snegurushka' - the Snow Maiden. Difficult to read all the words, but I'll try to give you a fuller answer later...

Just to add - it's a bit tricky to follow it all - but it's saying this is a limited edition and is based on traditional Russian artwork showing various artisans. It's similar to those 'collectables' that are advertised on the weekly magazines in this country.
