You're probably thinking of Tulle. But the silk fabric - which may be strong, but I'm not sure is heavy - does not take its name from the central French town of Tulle (which never seems to have had a silk industry); but from the small town of Sainte-Tulle in southern France, about 50 miles from Marseille, which had a considerable silk industry in the 19th century.
