Company Carer Could Be On Drugs

I was told a few weeks ago, by one of my carers, that a man she visits on a regular basis, told her a female carer, came to his house, and being a long time in the bedroom, his wife found her on the floor asleep.
When she woke her up, she said 'you can manage the rest cant you' and left the home.
The wife phoned the company office the next day, and they said they would investigate, but nothing else happened.
Today, I was told by another carer that the same carer, arrived at a house on Sunday night just gone, and seemed to be high as a kite, stayed 5 minutes, and said sort it out yourself, and left.
There have been others who have complained about her strange behaviour, but they are so short staffed, they keep them on.
The carer in question is approx 26/32 yrs old, has been with the company for about 5/6 months, and after her two visits to me a while ago, I told the company not to send her again.
I just dont know what to do, as I have made several complaints to the company myself, over the type of staff they employ, with no experience or proper training, and it seems anybody who has two feet will do.
I am aware that the care industry is in a state at present, but what if this woman gave out the wrong medication to a client, or scalded them giving a shower etc.
What would you do, report to Social, but with no evidence?
