I don't know about this odd story. I do like the idea of getting longer breaks though.

There is no question to begin with. But, I think that implying people may need longer breaks or extra help can be applied to many physical and mental issues such as mental illness or a sprained wrist. They can be just as detrimental in the work place as a period.
If women wish to wear their periods on their sleeve then let them. No one is stopping them currently wearing a badge saying "I am menstruating, please note".

TD you asked if women who are menstruating might need extra consideration and the answer is yes.... I think the difference between menstruation and the problems that you mention is that they are always with the person and the person might always need extra consideration whereas menstruation is not...hence I can understand kind of the idea of a badge. As I understand from the article mentioning menstuation is not the done thing in Japan so the badge idea was to help women who didn't feel that they could openly say to their colleagues or boss that they had got their period....but I have to say that I do think its a foregone conclusion that the public would finds out about it, especially as the badge was a well known manga character.
