Sorry Folks,my Question Should Have Read: Can The Local Authority Or Dwp Or Pry Into Your Private Bank Account If You Are In Dispute With Them Over An Unpaid Bill .
There was a time 40 or 50 years ago when a persons private bank account was exactly just that, PRIVATE, is it still PRIVATE &CONFIDENTIAL ?? OR can any old nosey Parker or creditor pry into your personal and PRIVATE financial affairs ???

Q: whilsty little babies have to sleep in lamp shades and lavatory bowls as they wait for care in A+E is it right that other men from the ministry, prey spy and look into matters which DOESN'T concern them ! ? Proper sherlock holmes paafters I call them !!

yes it laid a duty on mgr to tell the authorities of any transaction or series with an interest value of £5. ( effectively in todays money £10,000)
so that lays to rest privacy of old - there wasnt any ! It was always qualified and it is so now
confidentiality - some old boy was sued by his bank in court.
He tried pleading that this was gross breach of confidentiality of existence (that he was a customer - but if he were overdrawn the Bank would be banking with him hur hur hur) -and of amount - the amount owed all without his permission
the court not surprising said - we are going to try the case and so by definition there is no breach ...
what else?

remarkable amount of info - they know what my credit card expenditure was for example. and that is because way back when when I applied for one I agreed in the small print to the release

The local authority don't have automatic access to your bank records. However they have the right to demand to see your bank statements if they're providing you with any means-tested benefit.
Further, if they suspect that you're hiding something from them (such as not telling them about an undeclared bank account) they can seek a court order forcing the bank to reveal details of all accounts that you hold with them.
In my Utopia everyone's bank records, together with all their medical records, etc would be in the public domain (on a 'read only' basis of course) anyway. I regard 'privacy' as a ridiculous concept.

With respect PP, the reason for the bill IS relevant. The DWP can request information from a bank if fraud is suspected. If there's no suspicion, they cannot.
Also, the DWP don't send out bills, do they?
They may say someone has been overpaid a benefit and it has to be repaid but that is a decision and not a bill.

and yes I had noticed as someone else has - that DWP dont send out bills - never had one. The council levy council tax and it also is not really a bill - they are allowed to tell a court you are in arrears and the court will very obligingly just issue a warrant
