I don't know about England but in scotland you phone the scottish office, tell them a few bits and pieces and they send you out an application pack. You have to fill in the form, write a tetimonial, and provide several supporting letters from 'upstanding members of the community' post it all back and wait. I presume the system in the rest of the country is just as simple. Hope this helps
