London, Birmingham, Manchester then - not sure of the order - probably Liverpool, Leeds, Newcastle, Sheffield, Bristol.
Merthyr's answer has got the top cities right. For the actual populations in thousands, recorded in 2000, click http://www.demographia.com/db-ukcities.htm
I always thought that the UK telephone codes gave the cities in order, 010 for London, 0121 for Birmingham, 0131 & 0141 for the big Scotish cities, 0151 for Manchester, 0161 for Liverpool etc. Does this ring a bell with anyone else?
Certainly not any more (and not for a while) London was a long time ago 01, then changed to 071 and 081 when it got bigger. Then 0171 and 0181 when the mobile phone bands were introduced, and now finally 020 7 and 020 8.

As for the other cities - Birmingham is 0121, Leeds is 0113, Sheffield is 0114, Liverpool is 0151, Manchester 0161, and Newcastle 0191 - so not 100% convincing.
