Go to;

www.statistics.gov.uk

Click on the Neighbourhood link at the top of the page
Type "Lincoln"
Check "Local Authority" box
Click Search.

This should bring up masses of official stats (including populations) for Lincoln City. If you need data for a specific ward(s) within the city (e.g. Castle Ward, Minster Ward (sounds familiar!)) you might need to dig around a bit.
