at a car auction is it legal to bounce bids against the wall up to a reserve price? Where can you find the rules/legality that covers all auction practises?

not really and the auctioneers are not stupid,they will suss it out.
Ha! It's usually auctioneers that do it! That is how they make their money after all- the more it sells for, the more they earn.

Highly dubious practice, illegal and notoriously difficult to prove.
Auctioneers do this all the time up to the reserve.
