What should a woman wear to an event when the invite states black tie. Must it be a long formal dress or is cocktail wear acceptable?

It depends - do you know the people - eg wedding - or is it a very formal occasion?. (in which case it would probably state "black tie and gowns")
I believe that for black tie it's ok for women to wear long or short dresses, or even black trousers & top. If it states full evening dress then long dresses are worn.
