Melbourne is a city.

I would expect that a number of towns were once a 'capital' at some stage in history. Also, which part of the world are you particularly focussing on?

As an example, Colchester was the first Roman capital of Britain.
Canterbury I think but the Roman name for it,

Winchester also used to be the capital.
Bonn
Bonn is also a city - the 19th largest (by population) in Germany.

The town has to be in or around the USA and/ or Canada.
Williamsburg, Virginia used to be the colonial capital of the American colonies, if that's any help.

Dumfrmline in Five was the former capital of Scotland beforre the Scottish Kings moved to Edinburgh castle. For an historical fact Five is still called the kingdom of Five.
