Parking tickets - driving off before its been issued.....
Having a bit of a debate and wondered if anyone knows what the law is around parking tickets. If you see a council parking inspector writing you a ticket and putting it into a pouch ready to stick on your screen, but then drive away before he gets to stick it on will you still be fined?
Also, if a car has a cover on it can it be issued with a ticket? I heard somewhere that the inspectors cant remove the cover, and as the sticker has to go on the windscreen then a ticket cant be issued....

He replied he already had the ticket to which I replied, "What ticket?" got in my car, and drove off before he was able to do anything more. I will let you know if I too get a ticket in the post but have been reading online that unless they place it on your car or give it to you, you don't need to pay as the ticket hasnot been served and remains invalid.
