Did Tower Hamlets used to be known by another name? Thanks.

No - the borough of T.H. (as it now is) was established as a London borough in 1964, and has been the same name since. But before 1964 it was made up of smaller bits like Stepney, Poplar, Bow, etc. which were each boroughs on their own in the old days.
