Depends on what you mean by a commoner.
Edward IV secretly married Elizabeth Woodville.

She was the daughter of Sir Richard Woodville who was later made an Earl but was originally a squire from Grafton
Does she count as a commoner?

I'm sure in the past many commoners have married into the Royal Family but if you are talking about modern times, then Princess Margaret, the late sister of the Queen, married Anthony Armstrong Jones in 1960 (way before Princess Anne got married) although he did take the title of Lord Snowdon on marriage.
