i received a parking ticket on the 19th Feb 2008 issued by a CCTV operator in North St, London Borough Lambeth. I was on a single yellow line with the engine running talking to somebody standing on the pavement. I did not get out of my car and might have been talking for 5 minutes. Two questions .1 I thought that cctv parking ticket law only came into enforcement on the 31st march, and therefore is this a valid reason to appeal. 2 Is it illegal to stop and talk to a pedestrian for 5 minutes, should I appeal

I don't know about the cctv parking ticket law but I do know the yellow line means 'no waiting' and not 'no parkiing' so you are committing an offence in the circumstances you describe.

also leaving your engine running is now an offence which would result in a fixed penalty, not that cctv would catch this!!

The law (implementation of Part 6 of the Traffic Management Act 2004) was indeed rolled out countrywide 31st March 2008 but London Boroughs could request the powers to enforce parking contraventions using CCTV cameras years before, courtesy of the London Local Authorities and Transport for London Act 2003. I think Lambeth introduced CCTV enforcement of parking regulations around 2005.
