Is there a prison on Pitcairn? If not, will one be now built? Who pays for it?

Just read it in the paper that there currently isn't a fully operational prison, but one is being created as we type.
I think one is just being or just been built - don't know who'll pay as HM Gov, stopped "subsidising" the Island in Jan. 2000. Always been interested in Pitcairn - what a sad way to make the news!
I read in the paper last week that there is a prison but it has only ever been used to store lifeboats or lifejackets or something. I don't know who will pay for it - it's part of new zealand technically isn't it so i guess the Kiwi tax-payers?
There was a two cell lock-up, used for storing paint, etc. There was never any need for it as a prison. Now there is a new cell block being specially built for Mr Christian and Co.
Becks - Pitcairn is NOT part of New Zealand. It is British territory and so the jail will be funded from UK sources. Pitcairn is administered from an office of the British Embassy in New Zealand for the sake of geographical convenience, but it is British, not New Zealand.
