I found talking to mine through his cage and offering him treats (bits of biscuits, grapes, carrot tops- infact almost anything) from your hand.
He'll eventually associate you with food- mine now comes out for a nosy and hoping for food whenever I go near him.

I work at PAH and we always recommend you leave the hamster to settle for two days so it will get use to its new home, If he is skitish he will retreat to his safe place and then spend most of his time in there.
So many customers come into the shop with the same problem. I would leave him for a while. You could tempt it with some nice treats but dont try to handle it yet let the little fellow smell your hand so he knows that you mean him no harm them after a while let him climb on you hand dont rush it. A lot of peole think you can just start to play with them as soon as you get them home. Im sure there is an exception to the rule you do occasionaly get really friendly ones not many though. good luck
