If Something has been stored on my property for a length of time with several ignored requests for the owner to move it, does that item belong to me after so long?

You can arrange it so. Send a letter to the owner explaining that you will start to charge storage fees unless it is removed. When the value of the fees reaches the value of the item you are entitled to give him notice that you will seize the item in lieu of payment.
