Noise problem.

I am a 50 yr old single man with mental health problems,i live alone in a nice block of flats,the flats are purpose built for single people,and most of the other people are around my age.
We don't have a warden as the flats are owned by individual landlords so we are all tenants but it is a very nice quiet place.
About a month ago one of the flats became empty and shortly after a young lad moved in,i have not spoken to him,but my impression is that he seemed smart and reasonable,as a lot of us do he just kept himself to himself.
However in the last couple of weeks we have had to endure very loud music coming from his flat,so loud that the floor shakes(this is not an exaggeration),it is not at night time,only during the course of the day and as most of us are in our flats most of the time we notice it a lot.
Nobody has challenged him about this as most of us have health problems and are,if the truth be known, are a bit scared and don't know what to do.
I have two questions: 1.)Does anybody know what is the best thing to do about this?.
2.)I am curious,do people who play loud music ever consider other people?,is there anybody out there who does play loud music?,i am interested in what people who play loud music actually thinks about what they do,are they just spiteful,malacious people?,or do they just not realise what they are doing?.
So anybody who plays loud music for others to hear,let me have your views.

Firstly on reading your comments that you are a bit scared.....dont be. You have rights.
I would take another neighbour or two with you and call round to politely share your views with him that his loud music is causing you misery. He may be understanding and comply to your request and apologise.
Thats the first port of action. Second one is too go to his Landlord, as Redcrx so rightly says....see what he or she will do about it, as they are most certainly totally unaware that their noise is causing you grief.
Thirdly, if still no joy, go to your local council advice or citizens advice centre for more guidance as what to do and call the police anonomously if really bad at day or night.
and lastly, I would call the noise abatement society and ask them to visit when it's loud...they will advise you of what they will do.
In answer to your second question, the vast majority probably dont give a stuff about other people in flats, houses etc.....and that is why it must be sorted out..........

There is a possibility he doesn't realise how loud it is or that you can all hear it. I have an older couple living upstairs from me at the moment and they are a respectable couple but they fight a lot and we can hear every word. I think they'd actually be pretty embarrassed if they knew we could hear them so I presume they are just not aware of how loud they are.

Walls, especially on some flats, are very thin and you may be right that he does'nt realise its loud, as it seems "normal" to him.
I think the first two options, in any order that 27 feels comfortable with, will hopefully get the result he, and other tenants want.

Firstly,thankyou to everybody with their suggestions,especially yogi-bear,you seem like a person who understands.
I plucked up the courage to phone my landlord this morning,who was very understanding,he knows the landlord of the other flat and is going to raise the issue with him.
I will leave it at that for now.

You are most welcome, sir and good for you. I'm so pleased you got the courage up to call your landlord. He will hopefully arrange everything for you.
I'm a DJ by profession, so know only too well how extremely loud music can be disruptive in a home environment.
