Well first of all the way it is now provides the governemt with TWO ways to collect tax, on the Road tax and on the petrol. No government ever REDUCES the number of ways to collect tax. No tax collection is ever 100% so the more types of taxes you have the more chance you have of raising the money you need.
Secondly if you add MORE tax to petrol you make it much more expensive and much more likely that people will avoid ways of paying that tax.
More people may start to use "dodgy" petrol (like the people who drive around using "farm" petrol), you will also get people stealing petrol from cars (which already goes on), and get far more people driving away from petrol stations without paying (which again already goes on).
By leaving things as they are, a bit of tax via road tax and a bit of tax on petrol, it sort of evens it out.
Now if you were to ask WHY we all have to keep paying more and more tax, that is another matter.
The goverment should begin a DRASTIC reduction of how much tax they need. Housing benefit for example costs this country BILLIONS every year, but it was not that long ago the whole concept of housing benefit did not even exist. All housing benefit does is drive up rent for property and provide the benefit fraudsters with another way to "steal" money.
