The 1980s starving Africans (mainly Ethiopians and Eritreans) showed no desire to up sticks and leave but there were crucial differences: -
1) They were so starved, they could barely move, let alone trek across the desert
2) The refugee camps were the only certain food sources they knew of, so they gravitated towards them. This compounded the starvation because incoming food convoys were being intercepted by army commanders.
3) They did not have mobile phones so all information (eg about refugee camps) was by word of mouth.
4) Some of them may never have seen television therefore, no concept of a better place to migrate to.
