Yes they do. Sharia Councils (and Beth Din Courts) are recognised under the Arbitration Act of 1996 as arbiters. However, the Act specifically excludes arbitration in divorce and childcare matters. However, there is no doubt that Sharia courts are ruling on these issues (even to the extent, unsurprisingly, of having different procedures for the treatment of men and women when dealing with “divorce”).

This is naïve in the extreme. Many Muslim women who have matters settled by Sharia Councils have no recourse to the “proper” courts. Family and cultural pressure means they have little choice but to succumb to an illegal ruling made by an unofficial court and this is compounded by the fact that the courts are devised by men, run by men and their decisions principally favour men. In reality many Muslim women suffer institutionalised intimidation to submit to Sharia Councils to have their family affairs ruled upon. Some of them are not even aware that there are “proper” courts to settle these matters, let alone have the facilities to access one.
I’m not properly answering the question (about the Islamification of London) because I’ve answered it many times before, providing specific examples of the phenomenon. But anybody believing that Sharia Councils (and they really are “Courts” to all intents and purposes) either do not exist or are only used voluntarily by the women who fall victim to them is living in a different world to me.
