It is allowed because , as it says in the article, no regulations are applicable.Unless a specific offence takes place there is nothing the authorities can do.

Children at christian schools...particularly boarding schools have been assaulted by monks and priests as have others similarly attending christian faith schools and clubs. As well as by those with no faith. I would suggest that this has been across the board.

It does beg the question how do our lawmakers sleep at night with the full knowledge of what's going on on their watch.
