I think these things are never 'either'/'or'. It's always 'and'.
But I suspect space exploration will likely lead to more basic knowledge of this reality than the smaller ocean volume will.

Like weaponisation, the money would be better spent on feeding the hungry and providing medicines to the sick.

I like undersea exploration but on the other hand space exploration has it's highlights as well.

Both, in my opinion, are a total waste of money. Money better spent on trying to find alternative fuels and addressing the problem of plastics in our environment.
