I think allowing political parties is incompatible with genuine democracy, anywhere. One can not serve two masters, one either serves one's constituents or one's party leader (if not there purely for self interest that is).

The US political landscape plays out as a Two Party system at federal and state levels but that is not by design, just a result of how the electorate votes (and how the Electoral College interprets those votes).
The "more options" already exist beyond the two major parties, such as the Libertarian Party and the Green Party to name but two.
