Charity Collection Bags

Can anyone please tell me why this is? I am in favour of charity bags for clothes, brick a brac etc, which are normally collected fron your gate on the specified day. This is ok, but why oh why do the bags have holes punched in them? If it rains, the items get soaked.

I don't know what the alternative is, but the things inside do get wet

I put stuff in a blck bin bag and then put that in the charity bag if it looks as though it's going to be wet.

I fill the bags and then drop them into the charity shop of my choice. They sort the goods and pop them straight out on the shelves. No central national collection service using the cost of people and petrol, only to sell the clothes for rags and give a very small percentage of the money to the charity.
