It is a forecast not a fact. But if the OBR are saying it, it has credibility.
Covid (or its effects) will go away soon, but Brexit we will have for the foreseeable future. So I am not surprised it will impact and economy greater than the pandemic.

Covid (or its effects) will go away soon, but Brexit we will have for the foreseeable future. So I am not surprised it will impact our economy and GDP greater than the pandemic.

It is about the the long term effects (ie the future), so of course it is a prediction. It is a prediction by the an Independent part of the Government paid for by the Treasury, so as predictions go, it is the one the Treasury/Chancellor has to take notice of.
