Why Aren’t Illegal Immigrants Arriving On Small Boats Arrested?

Foreign Secretary James Cleverly clearly states in this youtube video that coming on a small boat is illegal, but cannot explain why they are not arrested as soon as they set foot off the boat.

Some may have a good case for their actions and be genuine, desperate asylum-seekers - but it stretches the imagination to believe that they are seeking asylum from France. I know the language is tricky and the shopping hours also tricky and all sorts of things are difficult - but they aren't at risk of torture or sudden death. So, I would think that the genuine need to reach the UK is applicable to very few.
Another 'so' - logically we should be arresting, trying and imprisoning all these people - but there are too many of them.
As Hopkirk says, then what? We could fingerprint, electronically tag them and let them go. Ideally they would be moved to comfortable 'prison camps' and then sent back to where they came from unless that is a genuinely dangerous country. Other options ???

As I've said before, there is no deterrent that prevents them wanting to come here. Why don't they go to Russia? China? India? Azerbaijan? They are wealthy countries aren't they? What is a strong deterrent, I hear you say? Well, when they land here, they will get nothing. Absolutely nothing. Put in an open holding camp until they beg to leave and go back to Europe. We need a deterrent. Another strong deterrent is to shoot the boats up. Just blow 'em out of the water. I think the word might get round pretty quick, don't you?
