Victim Statement - But Not The Victim

This is a bizarre case, two men drag dead body of uncle to post office to claim his pension.

They were charged with deception.
The victim statement was made by another relative affected by way the men treated their uncle but she is not a victim of the crime they were guilty of.

Can anyone make a victim statement that the court will take notice of?
