No it isn't. But if you studied the problem of rough sleepers in London you would find that there is very little any government can do to cure most of it. This is for various reasons which you would discover if you researched the topic rather than simply quoted BBC headlines.
One thing we should all be grateful for if a Labour government comes to power is that you will not be continually posting on here, blamng them for all the country's problems (which will undoubtedly still exist and probably have worsened by the time they leave office). You obviously blame the current government for this problem so let me re-phrase the question: what do you think a Labour governement would do about it?
