......announced today but I wonder if there is any mention of the practice by parking wardens where they issue a ticket, stick it on the windscreen, take a photo of it, then stuff it down under the bonnet as far as they can? This means that the driver is unaware of the ticket until he receives a demand for the full amount, as the 14 day period for payment has elapsed. I know that happens. 

Parking companies should not be given access to peoples' data. They should manage their parking in other ways. In my opinion, it's a breach of data protection by the govt for financial gain and should be stopped immediately.

If the ticket is stuck on the windscreen, it will be seen by the driver. What gets hidden in the bonnet .

What is the parking rule change?

Anyone can get buy the details of registered keepers, I have done a couple of times.  How else should companies manage the parking?  Parking fees would be even more expensive if the car parks had to be manned 24/7 

I read that parking companies are going to give motorists a ten minute period of grace before slapping them with a ticket.  I don't know if that's what the OP is referring to.

Its not "stuck" literally, usually placed under wiper.

And it does happen.  I had an associate who had a camera continually running on his car.  The warden was caught doing just that.

Sorry folks, I don't agree that peoples' details should be for sale. It's a blatant breach of data protection in my opinion. Car parks don't have to be manned for 24 hours. There's always the facility to pay on exit, as happens on toll roads in the US. You just whizz your dosh into the tray, and the barrier rises. I don't know why people tolerate this extortionate system. 

None of the car parks here are manned.  They all work by number recognition and cars are automatically timed in and out.

I've never had a parking ticket - I follow the rules.

Neither have I; I nearly got one when I got lost on my way back from Norwich Cathdral to the car park. I think all car parks should be pay-on-exit; having to guess how long you'll be visiting an attraction is unfair and having a ticket on your windscreen telling a potential thief how long you'll be away is dangerous.

There are two car parks near me that are manned, it would be impossible to erect barriers.  

Our very large shopping centre (mall? horrible word) has parking wardens even though parking is free.  They ticket motorists abusing the disabled parking and the mother and child.

A local town with free car parks introduced charges, put up pay-points & employed wardens. People just stopped going there, for weeks the town was virtually empty & the shopkeepers were up in arms. 

Pretty quickly they changed the system - you still have to use the machines but a ticket for "up to 2 hours" is free. Seems to work for most people. And I haven't noticed any wardens on duty or camera surveillance.

The sheeple will comply to whatever outrageous liberties are inflicted upon them. The veneer of civilisation will crumble if disobedience rears its head. A sad consequence of overcrowding and conformity to an authoritarian system.

Can I vote for you in the next local election?

We have a car park near the marina where I live and if you drive into it and there are no spaces available you still have to buy a ticket or face getting a fine even if you go straight back out.  Many have been caught out by it.

Well there's a rule change that's needed right now.

That's just stealing.

I agree, they have been getting away with it for too long.  Many actually pay it as well.
