First news broadcasts

I read an article the other day which stated that the first news broadcasts transmitted by the BBC were read first at normal speed....and then again at a much slower speed.

Why did they do this?

Probably to help overseas listeners to learn English. The BBC World Service did this for many years. The Voice of America still does so.
