"Times They Are a Changing" is a line from the Bob Dylan Song, and is now a common phrase in the English lagnuage, but was he the first to use this phrase?

there's an old Latin quote about Tempora mutantur, which means the same thing, and neanderthals were probably grunting something similar in caves. But I think Dylan was the first to use this particular phrase.

The yearbook wants to use this quote and know it came from a musical lyric, but no one seems to know what song and who sang it.
