Suffering with hypothyrodism and am Apple shape how do i lose wieght round my middle

Hi I'm wondering if anyone can help. I've suffered with hypothyrodism for last 6 years and take thyroxine 200mcg daily. I have put on quite a lot of weight round my tummy and breast area and chin but none on my legs, thighs or arms. I'm 42 years old and am only 5ft so my middle looks really big about 6mths pregnant (but i'm not). I've tried dieting and going to the gym but my tummy and boobs always look big even where I've been successful in losing 12lbs in weight. What am I doing wrong. Any suggestions/ tips from other apple shapes who have slimmed down their middles would be seriously welcomed. My confidence has seriously plummetted as a result and I feel so useless and frumpy. Please help.
