- i get tonnes of colds which lead to bad chest infections in winter and non in summer so i wanna move somewhere warm but no to warm.
- i wanna be a marine biologist or oceanographer so i kinda need to be near to the see.

- my brother works on oil rigs offshore but he has to stay in really dangerous places (on land a few days before and after going offshore) sometimes and i don't wanna be shot at or need to worry about that kinda stuff.

If you want to be a marine biologist you are going to want to be near the SEA, but you sound quite young so it sounds as though you'll have to go to university first before considering where you want to live.
You do seem to have set your sights on what maybe unattainable (ie such a place doesn't exist). You may have to accept that what is almost an ideal place does have one of the things on your list (eg jelly fish or tornados). But maturity may mean that the fears you have of these things diminish.
France is another place which hasn't been mentioned the South is particularly warm. Having visited France most people (especially younger people) know some English as it is taught in school and with time you could pick-up the language anyway. It also has marine life.
if you want to be a marine biologist you may have to put up with jellies, just like doctors have to be able to put up with the sight of blood. For swimming purposes, stick to patrolled beaches.
