I would think it would be somewhere by the sea. Bournemouth, as a town, would seem eligible but I don't know which county it's in - I'm ashamed to say!
I would have thought it was London(and I know that is not a county). I have no idea how to find out exactly what you require.
Ask Highways where they have most Elderly Caution signs
Dorset has the highest proportion of elderly people of any county in the United Kingdom: 27.4% of the population are over 65.

The county has one of the lowest birth rates of the 34 shire English counties, at 8.7 births per 1000, compared to the England and Wales average of 12.1/1000. It has the third highest mortality rate (12.0/1000), behind East Sussex and Devon.

That is by per centage. There are probably more old people living in a big city.
yeah and most of them seem to do their bleeding shopping in Asda when it's my lunch break. Yes this is Bournemouth, Dorset!
