Has God Changed His Mind?

The choice of the pope is meant to be by God which is why all those Cardinals pray for guidance before voting. But the last one God chose has resigned.
So, has God changed his mind or is he not omniscient after all and didn't see this coming? And why do they have to have several votes? Is God a ditherer? Strange fellow this chap that some people worship.

Why don't they let all the Catholics have a say by postal vote? The cardinals could bring their local common voice to the party from each patch they represent.

Oh wait, that would be democratic and we're talking about the Church.
