Yes, it can. The Quranic text is based on the ancient hermetic wisdom. Although it isn't necessary for a person to be an Arab Hafiz, since any good audio recorded recitation of specified passages are equally effective. I have seen it myself, and also experienced the psychological effects of listening a good recitation. Checkout the recitation of "Qari AbdulBaset AbdulSamad", its wonderful. I have witnessed an exorcism and wasnt that impressed - actually it was schizophrenia presenting as demonic possession - and also a zikr, and wasnt that impressed either.
