Dance Track Question

This has been buggin me some time, enough to register and see if anyone can help. I recently heard a dance track on the radio where a guy just talks about life and wisdom and stuff but he does it over the entire song....

I think I caught the DJ say it was released in 1999/2000.

Random I know, but if anyone can help I'd really appreciate it..
