This is a particularly obnoxious and invidious S C A M. If online anonymity was proscribed (ISPs would have to be more security-minded in allowing access) the perpetrators of such vile fraud could be pursued as criminals (which might need a new law).
It could be done if the will was there, but the DP mania and the over-riding drive for profits without accountability which currently exists permits such aberrations. As Scams cost the country billions at present, surely it would be a better commercial proposition.

The amount of times I've seen people announce that it's their birthday and then say how old they are, where they were born, tales of their primary school days, fond recollection of their first pet, etc. Not to mention things like "It always made my laugh that my dad, a Smith, married my mum, a Jones."
