When people feel others are worthy of congratulations solely on their achievements, we might be some way to eradicating racism. This is nothing more than an overt attempt to be seen to be liberally politically correct and, frankly, it's insulting. I know nothing about football, but if the man is to be commended for his skills, then commend him for his skills. Anything else is patronising.
