Almost certainly but won't be confirmed until Saudi Arabia fail to beat Uruguay today.

"Egypt's hopes of qualifying now seem hugely unrealistic as they need to get a big win over Saudi Arabia and also hope Uruguay lose to both Saudi Arabia and Russia to stay in the competition."

they have only played 2 out of three games, they have 6 points , it is arithmetically possible for them to fail to qualify but that would need:
a) Russia to lose their final game
b) Saudi Arabia to win their 2 remaining games
c) Saudi Arabia make up a 12 goal difference by them scoring or Russia conceding.
Egypt can survive if
a) they win their final game
b) Uraguay lose their final 2 games
c) they make up a 4 goal difference on Uraguay

there are many other permutations but Russia should be through and probably Uraguay too.

steg is correct under fifa rules they'd draw lots. Under UEFA rules it would be would be team ranking points, then disciplinary (Yellow/red cards etc) stuff then, then lots.
