I think they need a bit more evidence than that! (in case you can't view it, the picture shows the ball not hitting her hand)
In any case, I don't think there's ever been a professionally refereed football game in which some foul or penalty decision was missed or went the wrong way, according to somebody.* It's one of the "features" of the game. If they can't tolerate that, they ought to play a different game. As it is, they're just disparaging their own game.
