A question came up about George W Bush and whether he was 42nd or 43rd President. The confusion arises because they officially count Presidencies rather than Presidents. A Presidency is any unbroken term, either 4 years or 8 years if the incumbent is re-elected. The extra number comes in because Grover Cleveland was in for four years, out for four years then back in again, so he is officially the 22nd and 24th President. Thus GWB is the 43rd President, although only 42 men have held the post.
