F1 Time to rewrite the rule book?

I have thought for a long time that all the F1 rules should be scrapped (except of course for the ones pertinent to safety). With Kinetic Energy Recovery System - KERS and Drag Reduction System - DRS why not allow the drivers to use them at their discretion right from the off?
Why force teams to use both sets of dry tyres?
If these things have been brought in to create a level playing field then go the whole hog and totally standardise the cars as in other categories. But to run what is little more than a handicapping system is like making Usain Bolt compete in the 100m in his hiking boots.

DRS - they would all use it 100% of the time thus rendering it pointless.

i don't like DRS and KERS.
i think they should be outlawed.

i think standardising the cars would be good - because then it really would be down to the skill of the driver, and not the size of the team and budget.

I don't think so Mattk. They could activate/deactivate it depending on straights, severity of bend etc. I find it odd that only the driver behind can use it if within 1 second of the car in front. Surely the driver in front could see the threat and employ his.

Only problem with standardisation that I can see excelsior is that it would kill technological development.

How? That's the whole point of DRS. Theoretically once passed as long as he can stay within 1 second he can overtake straight back.
